Who We Are

The Valley Network Partnership, d.b.a. ValleyNet, is a provider of fiber transport capacity along fiber routes in Pennsylvania, Virginia, West Virginia, Tennessee, North Carolina, and Florida. The Valley Network Partnership if operated by Local Exchange Carriers (LECs) whose service territories fall along the route. Those carriers originally joined forces for the purpose of providing traditional TDM circuits to Inter-exchange Long Distance Carriers (DS-1s and DS-3s). ValleyNet also offered mulitplexing and drop and insert capabilities.

Now, the network uses the latest state of the art fiber optic technologies that include DS1, DS3, OC3, OC12, OC48 and OC192 services. ValleyNet provides services to Inter-exchange Carriers (IXCs)POPs, LEC LSOs, wireless cell sites, data centers as well as on-net building locations (please see the ValleyNet Building List on this site for a complete listing of all the locations).

Along with the traditional TDM services, ValleyNet offers Ethernet and Gigwave circuits (50Meg, 100Meg, 1 GigE, 2.5 and 10 Gigwaves).

Key Personnel

Charles A Richardson - General Manager

Charles is responsible for all sales, marketing, administration, and operations for the Partnership. Charles is a 47 year telecom industry veteran and started his career with the GTE local division in Tampa Florida in 1971. While at GTE, Charles held roles of increasing responsibilities for supervision and management of installation, testing and turn-up for carrier systems deployed in GTE’s Florida statewide carrier network. Charles joined R&B Communications, Daleville, VA in 1975 and was responsible for Wireline Operations, which included network services, fiber optic network development, engineering and construction. During Charles’ 27 years with R&B Communications and NTELOS he held positions as Senior Vice President Wireline Operations and Vice President of Network Services. His responsibilities included sales, customer service, fiber optic network expansions and business development. Charles is a graduate of Radford University in Radford, Virginia and has a degree in Bachelor Business Administration – Management.


Mealony A. Kinder - Office Manager/Accountant

Mealony is responsible for the day-to-day operations for the company. She is the company's point of contact for billing questions and service order processing. Mealony also assists in providing service quotations as needed. Prior to joining ValleyNet in 1995, Mealony was employed as an Office Manager for the UVA Medical Center Physical Plant. Mealony received her associates degree in accounting from Fairmont State College and also attended Blue Ridge Community College and Liberty University.
